Distributed photovoltaic power generation development and construction management measures - four can be grid-connected requirements - distributed power multi-functional terminal, network security protection devices and scheduling automation system - 5G all-in-one convergence terminal

 

According to Article 29 of the Administrative Measures for the Development and Construction of Distributed Photovoltaic Power Generation issued by the National Energy Administration (National Energy Development and New Energy Regulation [2025] No. 7) (hereinafter referred to as the "Administrative Measures"), "Newly-built distributed photovoltaic power generation projects shall realise the following:" "Viewable, measurable, adjustable and controllable". (hereinafter referred to as "Management Measures"), Article 29 requires: "Newly built distributed PV power generation projects should realise "observable, measurable, adjustable and controllable", and enhance the carrying capacity and regulation ability of distributed PV power generation accessing the power grid.

 

The PV project implementers configure their own monitoring system to realise the collection of telecommunication and telemetry information from distributed PV grid-connected points and PV inverters within the users, and to receive and execute the instructions for remote control of de-parallelisation/parallelisation (remote control of grid-connected points), starting/stopping and power adjustment (remote adjustment of PV inverters, etc.) from the scheduling terminal. Distributed power multi-function terminals and network security protection devices should be configured to communicate with the dispatching automation system, and the communication mode includes accessing the dispatching automation system security access zone through optical fibre access mode or through the electric power 5G hard-sliced wireless virtual private network (if the main station of the local regulator has been configured with the security access zone) or accessing the city regulator's source network and load and storage security access zone (if the main station of the local regulator has not been configured with the security access zone).Failure to comply with the requirements of the document to realise the "four cans" function will result in non-connection to the grid.
