(1) Project Background and Objectives
XX enterprise is a key comprehensive energy management entity in the region, mainly engaged in natural gas transmission and distributionLNG production, storage, transportation, and salesIndustrial and urban gas supply, gas station operation, simultaneous development of special gas extraction, low-temperature equipment research and development, and energy technology services, cross provincial layout of the entire industry chain business, is a key enterprise in local core clean energy supply and energy consumption.
According to the requirements of relevant management documents for local energy consumption monitoring, XX enterprise needs to complete the integration of a new online monitoring platform for energy consumption of provincial key energy consuming units and the migration of existing data.
This time, energy consumption data needs to be collected and uploaded uniformly, including electricity purchase and consumption data, natural gas purchase/consumption/output data, and industrial water consumption data. All data must strictly match the technical specifications uploaded by the provincial energy consumption online monitoring platform.

After network recovery, missing data is automatically transmitted in chronological order to ensure complete data timing without missing data.
3. Measurement accuracy control: The equipment has a built-in automatic alarm function for data deviation. When the power measurement deviation is greater than ± 2% or the natural gas measurement deviation is greater than ± 5%, the terminal will actively push abnormal reminders, and on-site debugging or measurement equipment calibration will be completed within 2 working days.
4. Unified clock synchronization: The main terminal of the data acquisition IoT DAQ-GP device automatically connects to the provincial NTP time server on a daily basis. 4. Complete ledger of measuring instruments in the entire factory area: electricity meters, natural gas flow meters, water meter numbers, ranges, calibration cycles, installation points, standardized and sorted according to provincial platform templates.
2. Information filling and synchronous updating mechanism
1. Initial filing: During the project implementation phase, relying on the Shanghai DAQ-IoT energy consumption monitoring and management software, all basic files and equipment ledger information of the enterprise will be entered in bulk at once, and the first platform upload will be completed;
2. Incremental dynamic update: After changes occur in enterprise equipment, production capacity, and business information, O&M personnel modify them on the local management end Real-time, generate change records, and synchronously upload them to the provincial platform;
3. Automatic synchronization cycle: Regular basic files are automatically synchronized in full to the provincial platform on the 1st day of each month; Major changes such as equipment addition and capacity adjustment Real-time trigger upload.

To ensure the continuous, accurate, and stable upload of energy consumption monitoring data for enterprises within the jurisdiction, the requirements for enterprise data migration are hereby notified as follows:
1、 Migration scope
All key energy consuming units within the jurisdiction are included in the energy consumption online monitoring and management system.
2、 Job requirements
1. Each regional management unit should coordinate and supervise the work, organize the enterprises in the jurisdiction to complete the equipment renovation, data link docking, and stock data migration work, ensure that all energy consumption monitoring point data should be fully connected and stably transmitted, and complete the overall migration acceptance work on schedule.
2. Key energy consuming units need to switch their existing monitoring equipment data to the newly established provincial monitoring platform for uploading; The original platform's data receiving service is set with a transition period. After the transition period ends, the old platform will stop providing services. Enterprises must complete the integration and debugging of the new platform during the transition period and upload data stably.
3. Each enterprise is responsible for its own collection terminal and transmission network daily work, ensuring the stable online operation ofHardwareequipment and smooth communication network, and strictly completing platform docking configuration in accordance with national and provincial technical specifications.
